The person keeps eye contact when they are listening to or asking about others, but when they decide to talk or open up about themselves, they blush and look downwards a lot.

Being shy, however, is still possible. If shy, they are likely hiding their face to escape the interpersonal depth of the conversation and make it more chat-style. Talking in a chat-style can be hard to do with a personal topic for some, so hiding the face makes it impersonal.

it depends on the way they are i think it's endearing and cute
It is not offensive, nor may be endearing....just simply the fact, that some folk do not find it easy to open up and talk about themselves.....others may be very visual....and need to look down to taslk about something that is not visual, so as they can think what it is they want to say.
